Violations, Fines and Enforcement

Periodic Inspections

The Association conducts periodic inspections of the subdivision to ensure that Lots are maintained and use restrictions are better-adhered to.

Lodge a Violation Complaint 

Residents in Greensbrook Sec 1 R/P can lodge a complaint about a violation. When a complaint is registered, the Complainant must provide fair and concise documentation or eye-witness of the violation and the offending property address so that the Association can investigate and address it. Notification of a Violation

The Association, at its discretion, may give a Verbal Warning during an inspection to the Owner prior to issuing a First Violation Notice. If the violation is not cured within a reasonable amount of time, a Second Violation Notice is issued providing a date by which to cure the violation. The Third Notice signifies that a Violation Letter has been issued and a fine of $25.00 per day will be levied against the property until the violation is corrected.

Entrance Onto a Property by the Association

If conditions exist on a lot which pose a health or safety risk or are a public nuisance, the Association has the authority to enter onto a lot and reasonably maintain such lot or structure. All maintenance expenses will be reimbursable to the Association. 

$150-500 Fine for Disposal of Large-Scale Household Waste and Debris

To address illegal dumping, the Association periodically hires a professional service to remove dumped debris from sidewalks, easements and private lots throughout the subdivision. To recover this cost, the Association will bill the responsible property owner for the full cost of debris removal plus administrative fees.  Average disposal fees range between $100.00 and $500.00 per occurrence depending upon the scale of the debris and the labor and equipment needed.  These fees may increase depending upon the scale of the debris and whether or not the removal includes hazardous materials. Things to know: 

  1. Large-scale household waste, yard debris, fencing or construction waste is never allowed on sidewalks, easements and rights-of-way in the subdivision
  2. Large-scale household waste, yard debris, fencing or construction waste is never allowed to accumulate on a Lot in the subdivision beyond 10 (ten) days.
  3. Waste that has become a public nuisance because of long-term accumulation or is hazardous or requires more equipment and labor because of scale will be charged higher disposal fee 
  4. Owners who repeatedly dump in the subdivision will be charged a higher disposal fee
  5. Waste that is not suitable for pickup by Best Trash on heavy trash days must be taken to an appropriate landfill, depository or recycling center
  6. When remodeling, coordinate closely with your contractor or property manager to have debris removed promptly to avoid fines
  7.  Illegal dumping (including on sidewalks) is a criminal offense under the Texas Liter Abatement Act. The Association will turn over any personal evidence found in the waste and debris for further criminal investigation for environmental crimes by the Harris County Sheriff's Department. 

Absentee Owners

If you are an absentee owner, please monitor your property in the subdivision and educate your property managers and tenants on proper waste disposal. Open areas, vacant lots, parks, roadsides, public easements, sidewalks, rights of way and front lawns of private properties are not disposal sites for old fencing, mattresses, furniture, appliances, tires, garbage,  trash and debris. 

Violations and Fines can also be tracked through your ManageCasa owner account and may take up to 10 days to post from the date of inspection. 

Active-Duty Military Members

Please notify the Association if you or your spouse is an active-duty service member serving in the United States armed forces full-time. In Texas, HOAs are required to follow specific procedures when enforcing rules against active-duty military members. 

$25.00 Administrative Fee Added to Maintenance Invoices Effective March 1, 2026

Effective March 1, 2026, a $25.00 (twenty-five dollar) non-refundable Administrative Fee will be applied to all maintenance and debris removal invoices to cover operational and administrative costs associated with the processing of paperwork, mailing, filing, and record-keeping. Administrative charges are in addition to the hard cost for labor and materials required for property maintenance and debris removal attributable to private lots.
